TO: ALL INTERESTED AGENCIES, GROUPS AND INDIVIDUALS
This is to give notice that the City of Reform has conducted an evaluation as required by Executive Order(s) 11988, in accordance with HUD regulations at 24CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Delta Regional Authority's Investment AL- 7522.The proposed project(s) is located 10th Ave. SW, 6th Ave. SE, 6th St. SE, 3rd Ave. SE, 4th Ave. SE, 4th St. NE, 2nd Ave. NW, and 6th Ave. NW in Reform, Pickens County. The project includes installation of new water pipe and replacement of existing water pipe some of which is located in a floodplain or wetland. This will affect the roadway and incidental portions along the edge of the roadway. This project also includes the installation of water pipe under US Highway 82 and the Alabama Southern Railroad using jack-and-bore methods. Approximately 4 acres of floodplains/wetland will be affected.
City of Reform has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: The action must take place in a wetland and floodplain because the project is replacing existing infrastructure and connecting existing infrastructure which is already located in floodplains and wetlands. The alternatives considered were replacement of lead joints only which fails to address the reliability of the Reform water system and fails to fully address the potential lead contamination; implementation of a phased replacement program which would fail to address state permit compliance issues in a timely manner; and no action, which would fail to address state permit requirements. Disrupted environments will be restored to prior condition and grade after the completion of construction. Efforts will be made to minimize erosion during construction of the project. The City of Reform will comply with all state and local floodplain and wetland protection procedures.
City of Reform has reevaluated the alternatives to building in the floodplain and wetland. and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of floodplain and wetland., are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in a floodplain and wetland. and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain and wetland. can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain and wetland., it must inform those who may be put at greater or continued risk.
