SEALED BIDS WILL BE RECEIVED BY THE CITY OF ALICEVILLE AT 419 MEMORIAL PARKWAY, ALICEVILLE, ALABAMA 35442 UNTIL 10:00 A.M. ON Thursday, May 23, 2024 AND AT THAT TIME PUBLICLY OPENED FOR CONSTRUCTING THE FOLLOWING:
2023 STREETSCAPE IMPROVEMENTS FOR 3RD AVENUE NE IN ALICEVILLE, ALABAMA.
THE BRACKET ESTIMATE ON THIS PROJECT IS FROM $820,000.00 TO $900,000. THIS BRACKET RANGE IS SHOWN ONLY TO PROVIDE GENERAL FINANCIAL INFORMATION TO CONTRACTORS AND BONDING COMPANIES CONCERNING THE
PROJECT’S COMPLEXITY AND SIZE. THIS BRACKET SHOULD NOT BE USED IN PREPARING A BID, NOR WILL THIS BRACKET HAVE ANY BEARING ON THE DECISION TO AWARD THE CONTRACT. THE PRINCIPAL ITEMS OF WORK ARE
APPROXIMATELY AS FOLLOWS:
33 CUBIC YARDS OF UNCLASSIFIED EXCAVATION, 1272 SQUARE YARDS OF SIDEWALK REMOVAL, 1,197 SQUARE YARDS OF CONCRETE SIDEWALK, 2035 LINEAR FEET OF CURB AND GUTTER, ROADWAY LIGHTING, ETC..
THE ENTIRE PROJECT SHALL BE COMPLETED IN ONE HUNDRED TWENTY(120) WORKING DAYS.
TO BE ELIGIBLE FOR CONSIDERATION, BIDS MUST BE SUBMITTED ON COMPLETE ORIGINAL PROPOSALS MADE AVAILABLE BY THE OWNER. BID DOCUMENTS
(INCLUDING PLANS AND PROPOSALS) ARE AVAILABLE
AT 204 TEMPLE AVE S FAYETTE, AL 35555, UPON PAYMENT OF A REFUNDABLE (IF PLANS ARE RETURNED IN REUSABLE CONDITION WITHIN 10 DAYS OF BID OPENING) DEPOSIT OF $100. CHECKS SHALL BE MADE
PAYABLE TO PORTER-HIGGINBOTHAM ENGINEERING, INC. BID DOCUMENTS WILL BE MAILED ONLY UPON RECEIPT OF DEPOSIT. NO BID DOCUMENTS WILL BE DISTRIBUTED LATER THAN 24 HOURS PRIOR TO THE SCHEDULED OPENING OF BIDS.
A CASHIER’S CHECK (DRAWN ON AN ALABAMA BANK) OR BID BOND FOR 5% OF THE AMOUNT BID (MAXIMUM OF $10,000) AND MADE PAYABLE TO THE TUSCALOOSA COUNTY COMMISSION MUST ACCOMPANY EACH BID AS EVIDENCE OF GOOD FAITH.
IN ACCORDANCE WITH SECTION 34-8-8. CODE OF ALABAMA AS AMENDED, “ALL OWNERS, ARCHITECTS, AND ENGINEERS RECEIVING BIDS PURSUANT TO THIS CHAPTER SHALL REQUIRE THE PERSON, FIRM OR CORPORATION TO INCLUDE HIS OR HER CURRENT LICENSE NUMBER ON THE BID.” IT ALSO STATES THAT “…IT WILL BE NECESSARY FOR HIM OR HER TO SHOW EVIDENCE OF LICENSE BEFORE HIS OR HER BID IS CONSIDERED.”
PREQUALIFICATION IS NOT REQUIRED ON THIS PROJECT. FURTHER DETAILS AND DEFINITIONS REGARDING THIS PROVISION ARE INCLUDED IN SECTION 102 OF SPECIAL PROVISION 18-LPA3 AND ALDOT’S STANDARD SPECIFICATIONS.
PROOF OF INSURANCE COVERAGES OF THE TYPES AND AMOUNTS AS SET FORTH IN THE PROJECT SPECIFICATIONS WILL BE REQUIRED OF THE CONTRACTOR, AND ANY AND ALL SUBCONTRACTORS, PRIOR TO
BEGINNING WORK. THE CONTRACTOR WILL BE REQUIRED TO PERFORM WORK AMOUNTING TO AT LEAST 30% OF THE TOTAL CONTRACT COST WITH HIS OWN ORGANIZATION.
THIS IS A FEDERALLY-FUNDED PROJECT. THE PROPOSED WORK SHALL BE PERFORMED IN CONFORMITY WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS FOR CARRYING OUT THE FEDERAL HIGHWAY ACT AND OTHER ACTS AMENDATORY, SUPPLEMNTARY, OR RELATIVE THERETO. THEIS PROJECT IS SUPBJECT TO THE CONTRACT WORK HOURS AND SAFETY STANDARDS ACT AND ITS IMPLEMENTING REGULATIONS. MBE/DBE PARTICIPATION IS ENCOURAGED; HOWEVER NO SPECIFIC MBE/DBE GOALS HAVE BEEN ESTABLISHED FOR THIS PROJECT.
MINIMUM WAGE RATES FOR THIS PROJECT HAVE BEEN PRE-DETERMINED BY THE SECRETARY OF LABOR AND ARE SET FORTH IN THE ADVERTISED SPECIFICATIONS.
IN ACCORDANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964, 78 STAT. 252, 42 U.S.C. 2000D TO 2000D-4 AND TITLE 49, CODE OF FEDERAL REGULATIONS, DEPARTMENT OF TRANSPORTATION, SUBTITLE A, OFFICE OF THE SECRETARY, PART 21, NONDISCRIMINATION IN FEDERALLY-ASSISTED PROGRAMS OF THE DEPARTMENT OF TRANSPORTATION ISSUED PURSUANT TO SUCH ACT, ALL BIDDERS ARE HEREBY NOTIFIED THAT IT WILL BE AFFIRMATIVELY ENSURED THAT IN ANY CONTRACT ENTERED INTO PURSUANT TO THIS ADVERTISEMENT, MINORITY BUSINESS ENTERPRISES WILL BE AFFORDED FULL OPPORTUNITY TO SUBMIT BIDS IN RESPONSE TO THIS INVITATION AND WILL NOT BE DISCRIMINATED AGAINST ON THE GROUNDS OF RACE, COLOR, RELIGION, SEX, OR NATIONAL ORIGIN IN CONSIDERATION FOR AN AWARD.

LEGAL NOTICE
Request for Qualifications (RFQ) for Engineering Services
The Town of Gordo is requesting qualifications from Alabama licensed engineers for engineering services for a period of up to three years for public works projects to be funded, in whole or in part, through federal or state grant programs including the American Rescue Plan Act (ARPA) and the Bipartisan Infrastructure Law (BIL). Project selection and fees for service will be negotiated with the selected firm and shall be based on funding program and Town requirements. Qualifications will be rated on the following criteria:
1. Past experience with design and construction management 40
2. Past experience managing federal/ state funded projects 20
3. Experience of proposed personnel 20
4. Current capacity to complete work 20
5. Proximity and availability to the project 10
